I have a different take on your "reform 10" idea. It would be to reform base 10 numbering altogether. In my system you wouldn't add a new word like "hundred" or "thousand" or "million" until you used up all the other numbers. For example: We often say one hundred thousand, but we never say one thousand million (at least not American speakers). So I would count this way:

new way
one
ten
hundred
ten-hundred = 1000
thousand = 10,000
ten thousand
hundred thousand
ten hundred thousand
million = 100,000,000
etc.
